科研机构个体内科技评估体系研究——以T大学环境类学科为例

摘　　要：为了使国家和政府管理部门更有效地掌握科研机构基本情况、制定科研管理政策、提高科技投入效益,研究以T大学环境科学类机构为例,通过构建个体内科技评估指标体系,研究个体内的政府投入、科研产出、社会评价等方面的综合评估指标值及其年度变化,从而掌握科研机构的基本情况及科研效率。研究结果显示,T大学环境科学类机构的综合评估值总体呈逐年上升的趋势,说明其科技影响力正逐年增强,政府对其的科研资助力度逐年增加,其科研产出也逐年增长,但增幅不及政府对其资助力度,其科研效率有待进一步提高。Environmental science institution at T University was taken as an example to study science and technology evaluation of research institutes by constructing an index system and studying its annual change of government invest,research output and social assessment,so as to make state and government authorities more effectively grasp the basic situation of research institutions,develop research management policy and increase investment in science and technology benefits.Results showed comprehensive assessment value of T University environmental science institutions was increasing annually overall,which meant its technological influence was gradually increasing;government funding for its research was increasing year by year,as well as its research output though not as fast as the government funding,which meant its research efficiency needed to be improved.
