摘　　要：本文综述了国内外关于创新集群的概念、要素和组织发展模式等内容,对比了国内外不同的建设实践经验,并指出了建设创新型国家的一个本质要求就是推动创新集群发展。The concept, element and develop mode of innovation cluster at home and abroad were reviewed in this work, and we also made a comparison of practice experiences in different countries. It is emphasized that the natural requirement of building an innovation-oriented country is to develop the innovation clusters.
