国资预算支出与国有企业改革:基于优化国有经济布局的分析与检验

摘　　要：经济从高速增长走向新常态是当前中国经济面临的现实问题,如何调整优化产业结构以解决经济内部结构性矛盾是促进经济发展的关键。其中,国有经济的布局调整将对整个国民经济结构调整产生重要影响。国有资本经营预算自试行以来,每年都有相关支出用于国有经济布局调整,这部分用于国有企业"体内循环"的资金是否起到优化国资布局的作用是回应外界质疑的关键。文章从国有经济的功能定位出发构建了国资布局优化检验的逻辑框架,并运用灰色关联的分析方法,全面检验了国有资本经营预算中用于国有经济结构调整的支出与各个基本行业的关联度。结果显示,这部分回流于国有企业的国资预算支出对国有经济布局的优化确实起到相应的作用,但重点不够突出,在未来的支出上应注重对关键行业的调整。As the speed of Chinese economy growth back to the new normal is a realistic problem confronted by the Chinese economy,how to optimize the internal industrial structure is in fact the key to promoting economic development.With regard to this issue,adjusting the layout of the state-owned economic sector will have an important impact on the whole national economic structure adjustment.Since the time state-owned capital management budget is put into trial use,there has been related expenditure to adjust the distribution of state owned economy every year.Whether this expenditure has played a significant role in optimizing the layout of state-owned economy is the key to respond the query.This paper constructs the framework to test the function of state-owned assets budget spending.And then,using gray relative analysis method,it inspects the effect of state-owned assets budget spending on every basic industry.The research findings show that this expenditure circulating in state-owned enterprises really have a corresponding effect on optimizing the layout of state-owned economic.But the focus is not clear,and in the future it should spend funds to adjust the key industries.
