中国校园足球政策工具分析

摘　　要：从X基本政策工具和Y校园足球价值判断两个维度,对我国《教育部等6部门关于加快发展青少年校园足球的实施意见》进行计量分析。研究认为:我国校园足球环境型政策工具过溢,策略性措施频现;供给型政策工具相对弱势,人才培养颇受关注;需求型政策工具应用不足,政府购买等工具被忽视;校园足球培养体系及管理体制建设受到高度重视;侧重竞赛体系与学校布点的环境面建设,欠缺供给面与需求面的助推;文化建设与对外交流未受到足够关注。建议适当降低环境型政策工具的使用频率,加强内部均衡;逐步加大供给型和需求型政策工具在校园足球各要素层面的使用强度;多方位选取政策工具,注重校园足球的文化建设与对外交流。Through content analysis,from the X dimension of basic policy tool and the Y dimension of campus football value judgment,the paper analyzed＂Implementation Opinions on Accelerating the development of youth football on campus＂issued by the Ministry of Education of China.It was held that the environmental policy tools of the campus football were excessive,strategic measures were frequently used while supply policy tools were relatively weak.Moreover,talent cultivation was popular,demand policy tools were in lack andgovernmental purchaseswere ignored.The training system and the construction of management system of campus football were given lots of attention.It was proposed that the frequency of environmental policy tools should be reduced,the intensity of the supply and demand policy tools should be more used.The cultural construction and international communication should be promoted.
