摘　　要：本文中设Γ和■为m×n矩阵,A和B分别为m及n阶正规矩阵,利用矩阵特征值与奇异值性质,证明~如下不等式:σ||AI_(m×n)^(r)-I_(m×n)^(r)B||_F≤||AΓ-■B||_F.同时,推广了相关文献的结论 .If Γ and Γare m × n diagonal matrces and A and B are normal matrices,then the upper bound of Frobenius norm of AIm × n^（r）- Im × n·（r）B should beσ/1~｜｜AΓ- Γ B｜｜F.
