摘　　要：图书馆员是推动图书馆事业发展最重要的因素之一,保障馆员权利,充分发挥馆员的主动性,才能更好地保障读者利用图书馆的权利。对美国、英国、日本及我国港澳台地区图书馆员权利保障进行调研可以发现,这些国家和地区在保障图书馆员权利方面有专门的机构和较完善的法律法规制度。我国应加大人力资源经费投入,建立决策监督型理事会,建立国家级职业资格认证标准,充分发挥中国图书馆学会的功能和作用,制定相关法律法规及标准,以保障图书馆员权利。Librarians are one of the most important factors to promote the development of the library career. Protecting the librarian right and giving full play to the initiative of librarians could better protect the rights of readers to use the library. Research of the librarian right protection in the United States, Britain, Japan, Hong Kong, Macao and TaJwan shows that, these countries and regions have specialized agencies and relatively complete legal system in protecting the librarian right. China should increase funding for human resources, establish the decision-making and supervision council, establish a national vocational qualification standards, give full play to the function and role of the Library Society of China, work out relevant laws, regulations and standards in order to protect the librarian right.
