摘　　要：提升农民参与协商的能力是开展基层协商的基础性要素。总体而言,当前农民协商能力与基层协商民主发展不相适应,农民参与协商的能力欠佳,阻碍基层协商开展。培育农民协商能力,就要增强农民社会资源,提高农民协商的整体实力;完善农村社会组织,培育农民的协商精神;健全基层协商机制,搭建良好的协商平台。To improve peasants＇ ability of participation and consultation is a fundamental element in carrying out the grass--roots consultation. In general, the peasants＇ poor ability of consultation and participation lags behind the current development of consultative democracy, which hinders the implementation of consultation at grass--roots level. To cultivate peasants＇ consultation ability, it is necessary to improve the overall strength of peasants＇ consultation by enriching their social resources, enhance peasants＇ consultation consciousness by perfecting the rural social organization and build a better platform for consultation by improving the grass--roots consultation mechanism.
