摘　　要：如何提高以县为单元的地质灾害综合防治能力是当前地质灾害防治工作中迫切需要解决的重大课题,也是实践中亟待解决的问题。围绕着国土资源部在全国推进的地质灾害防治高标准"十有县"建设,结合陕西省建设地质灾害防治高标准"十有县"的实践,形成了对建设地质灾害防治高标准"十有县"的系统认识。指出了县级地质灾害防治面临的四大突出问题,迫切需要采用综合防治的手段进行整体推进,而建设地质灾害防治高标准"十有县"就是一种具体的实践探索。还提出了建设地质灾害防治高标准"十有县"建设应注意的五个关系,并以陕西省为例,初步提出了建设地质灾害防治高标准"十有县"的工作方法。It is important to promote and improve geological hazard prevention and control management based on counties. Around the high-standard Ten-Have Counties construction promoted by the Ministry of Land and Resources,and according to the related practice in Shaanxi province,systematic understanding of the high-standard Ten-Have Counties of geological hazard prevention is formed. Four major problems in the prevention and control of geological hazards in counties are pointed out,and it is urgent to adopt comprehensive prevention and control measures,and the high-standard Ten-Have Counties is a practical exploration. Five relations of the construction of highstandard Ten-Have Counties of geological hazard are put forward,and the method of the building and control is formed in Shaanxi province.
