摘  要:科学编制"十三五"教育规划,对于2020年基本实现教育现代化和全面建成小康社会的奋斗目标具有重大意义。平等既是教育发展最重要的追求,也将是"十三五"时期的民生重点。"十二五"时期,我国进一步促进了教育平等,但是教育现状依然难以满足人民群众对优质教育的需求,因学习困难而导致的辍学现象较为严重,教育质量的差距依然明显,平等政策的执行及其效果均缺乏有效的监测与评估。"十三五"规划应找准教育短板实施"精准扶贫",面向学习困难学生启动学力追赶项目,建立国家义务教育质量督导评估标准,以确保每一个学生达到基准质量标准。同时,建立教育平等项目监测与评估机制,提高政策资源配置的效率和效果。It's of great significance to design a scientifie" 13th five-year" education plan for the realization of the aim of basically realizing the educational modernization and building a comprehensive well-off society by 2020. Equality is both the most important educational pursuit and the key point of livelihood in the" 13th five-year"period. In the "12th five-year" period, while educational equality has been further promoted, there are still some severe problems: the masses' needs of excellent education have not been met yet, the rate of dropping out of school caused by study difficulty has been on the increase, the educational quality gap is still obvious, and the effective monitor and evaluation of the implementation and out- comes of the policies has been ignored. So, there are some suggestions on planning the "13the five-year" educational development, for example, finding accurately the weaknesses of education and working on them, starting the "catch-up" projeer facing the students confronted with study difficulty, building the national assessment standard of educational quality to ensure everyone will meet the basic standard. And at the same time, we should also establish the monitoring and evaluation mechanism to tract the educational equality programs and enhance the efficiency and effects of policy resouree allotment.
