摘　　要：从海洋法公约、民事责任公约和救助公约三个角度切入,阐述了海洋环境保护及存在的问题。结论是:在海洋环境保护问题上,海洋法公约的作用堪比宪法,民事责任公约和救助公约的相关规定可以提供解决问题的依据。但上述公约提供的举措既非完美亦不充分,仍需要做进一步的研究以便找到综合的解决方案。This paper discusses the protection of marine environment and existing problems from the perspective of law of the sea convention,civil liability convention and salvage convention. In conclusion,the law of the sea convention can act as constitution,and the stipulations of civil liability convention and salvage convention can be used to protect environment,but these measures are not adequate or perfect,further research will be needed to find a comprehensive solution.
