Potential Impact and Optimization of Intercity High-Speed Rails on the Urban System Spatial Pattern Evolution in Heilongjiang Province

摘  要:基于时空距离的二维视角,利用时空距离可达性、可达性重心、哈夫模型综合评估预测哈齐、哈佳、哈牡绥城际高铁开通后对黑龙江城镇体系空间格局演变的潜在影响及优化对策,研究表明:三条城际高铁的运营将明显提升沿线城市与区域的时空可达性,带来可达性空间格局的渐变与重塑,哈齐时空距离可达性强于哈佳,哈佳强于哈牡绥,可达性高值区集中在以哈尔滨为核心的不规则圈层区域,可达性低值区分布在线路末端区位;哈牡绥可达重心向东、向南偏移显著,哈齐有向西、向北偏移趋势,哈佳有向东、向北偏移态势;可达空间服务最优区集中在哈齐沿线的大庆、哈牡绥沿线的海林与牡丹江以及三条城际高铁的枢纽哈尔滨周边。未来黑龙江城镇体系空间格局的优化可依托哈齐、哈牡绥与哈佳城际高铁构建黑龙江省域西北、东南、东北向的"Y"型点轴系统;哈齐延伸至满洲里对接俄罗斯和蒙古,哈牡绥、哈佳对接俄罗斯,构建"中蒙俄"跨国经济走廊;以哈尔滨为中心推进1h高铁经济圈建设,加快哈尔滨—双城、大庆—安达、牡丹江—海林空间整合与同城化进程。Based on the two- dimensional perspective of space- time distance, the paper uses space- time distance accessibility, accessibility gravity center and Huff model to evaluate the potential impact of Harbin- Qiqihar, HarbinJiamusi and Harbin- Mudanjiang- Suifenhe intercity high- speed rails on the evolution of urban system spatial pattern in Heilongjiang province. The results show: the operation of three intercity high- speed rails will improve space- time accessibility of cities and regions significantly. It will bring the accessibility spatial pattern changing and reshaping gradually. High-value areas of accessibility gather in the irregular circle areas as the core of Harbin. Low-value areas of accessibility scatter in the end of intercity high- speed rails. Accessibility gravity center of Harbin- MudanjiangSuifenhe has the migration trend to the east and south. Accessibility gravity center of Harbin- Qiqihar has the migration trend to the west and nouth. Accessibility gravity center of Harbin-Jiamusi has the migration trend to the east and nouth.Accessibility spatial optimal service areas concentrate in Daqing along Harbin- Qiqihar, Hailin and Mudanjiang along Harbin- Mudanjiang- Suifenhe and Harbin intersection areas. The urban spatial pattern could construct "Y- shaped" point and shaft system in the northwest, southeast and northeast direction in Heilongjiang relying on Harbin-Qiqihar, HarbinJiamusi and Harbin-Mudanjiang-Suifenhe intercity high-speed rails in the future. Harbin-Qiqihar could extend Manzhouli to connect Russia and Mongolia. Harbin- Mudanjiang- Suifenhe, Harbin- Jiamusi will connect Russia. And they will construct transnational economic corridor of"China-Mongolia-Russia". Heilongjiang will build one hour high-speed rail economic circle as the center of Harbin and it will speed up the process of spacial integration in Harbin- Shuangcheng,Daqing-Anda and Mudanjiang-Hailin.
