权力结构与内部治理:建设中国特色社会主义现代大学制度的一种分析路径

摘　　要：中国特色社会主义现代大学制度建设应坚持问题导向,着力破解政府与大学、大学内部行政权力、学术权力、民主监督权力的越位、错位、缺位问题,核心是编织科学的大学权力运行的"笼子",实现大学治理体系与治理能力的现代化。中国大学的本质是培养社会主义事业建设者和可靠接班人的学术机构,具有鲜明的阶级立场、政治价值取向和文化特征,政党、政府、社会、大学四种权力主体共同推动着、影响着大学的发展,大学内部的管理者、教师、学生三大行为主体共同实践着大学教育活动,大学的权力架构和运行机制具有鲜明的中国特色。建设中国特色社会主义现代大学制度是对权力结构及运行机制进行重建,大学外部权力结构的重建依靠政府的"赋予",完善大学的内部治理体系、实现治理能力现代化,克服大学自身存在的问题,是大学应该做好而且能够做好的工作,也是争取政府"赋予"更多办学自主权的基础。The socialist construction of modern university system with Chinese characteristics should adhere to the orientation problem, and resolve the problems between government and university, the university internal administrative power, academic power and democratic supervision offside, dislocation and absence of power. To weave science power ＂cage＂ of university and to upgrade the modernization of university governance system and management ability. The essence of Chinese universities is academic and cultural characteristics institutions to cultivate socialist constructors and reliable successors, it has distinct class standpoint, political value orientation. The four power subjects of party, government, society and university influence the development of university together and the three action subjects of administrators, teachers, students practice university education activities together. Its internal power structure and operation mechanism have distinct Chinese characteristics. Therefore, the reconstruction of modern socialism university system with Chinese characteristics is a systematic project and innovation. The reconstruction of the university of external power structure depends on the government’s ＂give＂, but to improve the university internal governance system, modernization of governance, to overcome the problems existing in the university itself should be done well, which is also the basis of getting more autonomy in running schools from the government.
