摘　　要：广大僧尼的公民本质,是加强和改进藏传佛教管理的法理依据和逻辑起点。深刻把握藏传佛教的本质及其发展变化,对于提高藏传佛教寺庙的教育、管理和服务水平具有重大的现实意义。进行积极的社会管理、公共政策制定和有效执行、适应社会发展、维护藏区发展和国家稳定、加强宗教生态建设都必然要求加强和改进藏传佛教寺庙管理。The citizenship nature of the broad masses of monks and nuns is the legal basis and the logical starting point for strengthening and improving the management of Tibetan Buddhism. Grasp the essence of Tibetan Buddhism and its development is of great practical significance to enhance Tibetan Buddhist Temple education,management,and service level. Positive social management,public policy formulation and effective implementation,adaptation to social development,maintain the Tibetan development and national stability,strengthening ecological construction of religion are all necessary to strengthen and improve the management of Tibetan Buddhist temples.
