摘 要:普惠性民办园的出现,有效缓解了当前入园难、入园贵等问题,但也存在幼儿园自身保教质量不高、政府扶持不到位、教育行政部门管理与指导缺位、社会认可度不高等突出问题。之所以存在这些突出问题,主要是由于幼儿园对普惠性民办园政策前景感到迷茫、政府对普惠性民办园政策设计缺乏统筹考虑、教育行政部门对民办园身份的习惯性歧视、社会各界对普惠性民办园宣传介绍有限等造成的。为此,政府在设计普惠性民办园的扶持政策时必须要有针对性、可操作性,教育行政部门的管理与指导要及时跟进到位并细化,普惠性民办园本身要始终抓好"提质进级"工作,同时社会各界也要加大普惠性民办园及其政策的宣传力度。The emergence of inclusive non-governmental kindergartens effectively ease the current problem that it is difficult and expensive to get into a kindergarten. However, it also brings about problems of low teaching quality, insufficient government support, absence of management and guidance from the administrative department of education and low social recognition.As for these prominent problems, it is mainly because kindergartens feel confused on the prospect of policy for establishing inclusive non-governmental kindergartens, the government has no overall consideration on the design of policy, the administrative department of education has habitual discrimination on the identity of non-governmental kindergartens and the social public has limited propaganda.To this end, the government should formulate targeted and operable supportive policies for inclusive non-governmental kindergartens. The management and guidance of the administrative department of education should be timely followed up and refined. And inclusive non-governmental kindergartens themselves should improve quality and level. At the same time,the social public should strengthen the propaganda on inclusive non-governmental kindergartens and the policy.
