京津冀协同发展背景下北京外资企业人才需求问题及对策

摘　　要：近年所谓"外资大规模撤离"只是外企在数量上减少的表象,与此相对,留存的外企内在规模不减反增,对人才的总量需求反而有了大幅度的增加。与此同时,京津冀协同发展规划纲要的落实也要求三地的外资企业调整产业结构,实现人才自由流动,推动区域优势互补。对当前北京市外资企业人才需求的主要问题进行分析,并提出外资人才的建设思路,以满足京津冀协同发展规划的现实需要,并对"十三五"期间北京外资企业人才开发和培养提供参考和借鉴。The foreign- capital enterprises are carrying on the adjustment on the global arrangement. The total number of foreign- capital enterprises is reducing,but their scale is increasing. The total demand for talent has a substantial increase,too. In the meanwhile,the complementary advantages among the districts are a necessary part to the strategies of the collaborative development of Beijing- Tianjin- Hebei. The main problems of the lack of talents from foreign- capital enterprises in Beijing are discussed in this article and advises are given on how to construct them,in hope to providing references for the talent development of foreign- capital enterprises in Beijing during the 13 th Five Year Plan.
