吉林省可持续发展实验区布局研究

摘　　要：将吉林省每个县(市)均作为一个实验区看待,以48个县(市)为研究对象,通过实地调研和资料收集,运用聚类分析的手段,根据经济发展状况和资源环境状况将实验区划分为3类,第Ⅰ类实验区应促进生态环境建设,第Ⅱ类实验区应加速经济发展,第Ⅲ类实验区应经济、社会、资源、环境协调发展。在此基础上,结合实验区发展现状和建设条件,按照布局均衡和具可操作性的原则,对未来10年实验区的发展进行布局研究,得出吉林东部以加强已有实验区内部建设为主,建设形成7到8个实验区,其中第3类至少1个;吉林中部以新立项建设实验区和加强已有实验区内部建设并重,新增4至5个省级可持续发展实验区,其中第1类、第3类至少各1个;吉林西部以发展新的可持续实验区为主,建设形成5到6个实验区,其中第1、2类每类至少1个,新增3个省级可持续发展实验区,新增2个国家级可持续发展实验区。We looked every county（city）of Jilin province as one experimental zone. So 48 counties and cities were taken as the research objects,and cluster analysis method was used. According to the economic development and resource environment situation, experimental zones were divided into 3 classes. The I experimental zone should promote the ecological environment construction, the II experimental zone should accelerate the economic development and the III experimental zone should coordinate the economy、society、resources and environment. On this basis, combined with current situation and the conditions of the construction, we conducted the layout of the development of experimental zone in the next 10 years was according to the principles of balance layout and operability. Eastern Jilin should give priority to strengthen the internal construction of the experimental zone, and construct 7 to 8 experimental zones, in which at least 1 in class III. Central Jilin should give equal attention to the new project establishment and existing experimental zone, and newly add 4 to 5 sustainable development experiment zones at provincial level, in which at least 1in class I and class III. West Jilin should give priority to the development of the new sustainable experimental zone, and construct 5 to 6 experimental zones, among which at least 1 in both class I and class II, and newly add 3 sustainable development experiment zones at provincial level and 2sustainable development experiment zones at national level.
