摘 要:食品安全问题多涉及国计民生,也是两岸共同存在的问题。为了应对食品安全问题,两岸分别采取了相应措施并构建食品安全监管体系。学界已有研究多从宏观角度对食品安全监管体系进行建构,对监管机构自身的设置则关注较少。文章选择监管机构及立法规制的角度,结合新修订的《食品安全法》,运用比较研究的方法,对两岸食品安全监管体系作分析论证。Since the 1990s, the government purchase services have gained rapid development after introduced from the west to our country, and become the dominant way of government to provide public services. The government purchase services showed advantages in the field of public service, meanwhile, there have been some problems that can not be ignored. These problems are mainly due to the asymmetry of the interactive relationship between the government and social organizations in the process of government purchase services. This asymmetry is caused by lack of system criterion. Therefore, we believe that the asymmetry of the relationship between the government and social organizations is the root of the problems of government purchase services, and institutionalized relation between the government and social organizations is the path to slove the problems. This article elaborates the logical deduction of the institutionalization of government purchase services from four aspects which include connotation, reality demands, institutional predicament and development path.
