台湾高等教育人才培养制度改革及其启示

摘　　要：近年来,台湾在面对高等教育供过于求、产业结构转型、少子化及国际竞争加剧的背景下,开始实施高等教育人才培育制度改革,希冀通过改革高校治理结构,发展多元自主的评价制度,创新人才多元培育的机制,加强国际化以培养具备竞争力的未来人才。其在改革的组织运作中,体现了政府主导和产学研合作的特点。在中国大陆建设创新型社会和高等教育大众化发展的背景下,审视台湾的高等教育人才培养改革,启示我们应社会发展需求,对高等教育人才培养制度进行协同式改革,加强创新人才培养,以形成强大的人才效应。In recent years,Taiwan is facing many challenges,such as the oversupply of higher education,the transformation of industrial structure,the decline of birthrate and the increase of international competition. The education ministry in Taiwan begins to implement the reform of higher education talents cultivation system under this background,aiming to reform university governance structure,develop a diverse and independent evaluation system,innovate a multiple talent cultivation mechanism,and strengthen the talent internationalization so as to improve talents＇ competitiveness in the future. In the process of practising reform organization,it demonstrates the characteristics of government leading and industry- university cooperation. Under the background of building an innovative society and promoting higher education,Chinese mainland can learn a lot from Taiwan. It can be concluded as follows： we should carry out coordinative reform in talents cultivation system and strengthen the cultivation of innovative talents according to the social needs,which gradually forms a strong talent effect.
