摘　　要：日本国立大学法人化与我国高校去行政化发生在相同的国际背景下,目标都指向强调"绩效"的大学管理制度。但日本变革的过程是削弱教授管理权限,强化校长管理层事务管理的专业化。我国去行政化的趋势将是学术权力的回归,同时建立与市场协调的管理机制,加强管理层运行的科学性。高校去行政化的实质是政府与市场在大学治理权力上的一种博弈,而学术团体在其中能够且应该发挥其积极性。The de-administration of Chinese universities happens under the same international background with the personalization reform of Japan national universities which all of them emphasize the performance of university management system. The reform of Japanese national universities is to weaken professors ＇management authority and to strengthen the professional level of management while the de-administration of Chinese universities is to regress the academic power,build the management mechanism and strengthen the scientific operation of management levels. The essence of the de- administration reform is a dice game between government and market,and academic groups can and should play an active role in the game.
