广义虚拟经济视角下地方政府管理创新研究——以民营企业转型升级为分析视角

摘　　要：从20世纪80年代中期开始,各国政府陆续开展对政府管理模式创新的探索。深化行政管理体制改革,加快进行政府管理创新,一直是我国体制改革的要求。建设服务型政府是政府管理创新的核心内容。民营经济在社会主义市场经济中占有举足轻重的地位,是我国经济市场化改革的重要着力点。但在广义虚拟经济的时代背景下,民营企业遭遇了前所未有的压力和挑战。民营企业的转型升级之路迫在眉睫。在民营企业转型升级期间,地方政府如何遵循广义虚拟经济的发展趋势,行使其经济职能,引导帮助民营企业平稳过渡是当前地方政府管理创新的重点。Since the mid-1980 s, governments all over the world are carrying out the exploration of the management model innovation. Deepening administrative reform, speeding up the government management innovation, has been the requirement of China’s political reform. Building service-oriented government management innovation is the core. The private economy as an important part of market-oriented reforms plays an increasingly important role in the economy. But in the background of generalized virtual economy,private enterprises face unprecedented pressures and challenges. Private enterprise transformation and upgrading is imminent. During this period, how to comply with the development trend of generalized virtual economy to perform its economic function, and to help and guide private enterprises smooth the transition is the current focus of local government management innovation.
