美国大学联合会参与高等教育治理的方式研究

摘　　要：美国大学联合会作为第三方组织,一方面通过制定严格的入会标准和院校治理规则来塑造精英大学组织行为,影响成员高校制定院校政策;另一方面,通过报告、信函等方式就科技政策、科研资助等重要问题对联邦政府进行游说,为研究型大学争取资源。美国大学联合会积极有效地促进了美国主要研究型大学之间及研究型大学与联邦政府、社会机构之间的交流与互动,成为影响美国高等教育治理的重要力量。美国大学联合会参与高等教育治理的方式对完善我国高等教育治理结构、促进高等教育治理现代化有着重要的启示意义。As a third party organization, the Association of American Universities, on the one hand, shapes the organizational behavior of elite universities and influences the policies of its member institutions by drafting strict accession criteria and institutional governance rules; on the other hand, it fights for resources for research universities via reports, letters to lobby the federal government on such important policies issues as science and technology policy, research funding. It has played a positive role in promoting interaction between the govern- ment, society and research universities and becomes an important force to influence the governance of American higher education. The experience of the Association of American Universities＇ participation in higher education governance is worthy of reference to perfect the structure of higher education governance and promote moderniza- tion of higher education governance in China.
