摘　　要：回顾国际海运业能效立法的进程,梳理谈判过程中关注的重点问题。以全球化的视角分析各相关方的利益关切及其主张的技术方案可能带来的影响,提出利用全球治理的方法来应对船舶能效立法过程中出现的问题,掌握掣肘点,体现我国的利益诉求。The key issues debated in the discussions on the legislation, concerning operational energy efficiency of ships, are elaborated on. The factors influencing the interested parties in policy selection and the technical options they proposed are analyzed. The concept of global governance for energy efficiency legislation is proposed. With the ＂global governance＂ principle, in the follow-up negotiations of the legislation, China can voice its own interest demands better.
