拖拉机与变型拖拉机的关系以及管理问题探讨

摘　　要：梳理了拖拉机、变型拖拉机、低速汽车、拖拉机运输机组等各概念的属性与其归属,提出拖拉机不属于机动车,变型拖拉机不是拖拉机以及变型拖拉机不能等同于低速汽车等观点,探讨了变型拖拉机的管理问题,提出了建设性的意见。The concept of tractor and derivative tractor and their membership relation was reviewed. Some viewpoints were put forward： tractors were not belong to motor vehicles,derivative tractors were not belong to tractors,and derivative tractors were not equivalent to low-speed vehicles. Management of derivative tractors was discussed,and constructive comments were put forward.
