摘　　要：地方普通本科院校转型发展中需要探寻理论依据,明确政策导向和勾勒实践构想。政府、大学与市场"三角协调模式"向"三重螺旋模式"的发展为地方普通本科院校转型提供了理论依据。在政策导向方面,地方普通本科院校从精英化教育转向大众化教育,以数量上扩张转向质量上提升以及协同人才培养向应用型转变,反映了政府、大学与市场三角协调关系变化中的利益共谋;在实践构想方面,地方普通本科院校转型发展需要根据"三重螺旋模式"的内部机理,适时转变政府、大学与市场的角色功能,发挥三方各自优势,交互作用融为一体,共同促进地方普通本科院校向应用型转变。Local colleges and universities need to explore the theoretical basis for the development of transformation, a clear policy orientation and outline practical conception. Provide a theoretical basis for the government, University and market ＂triangle coordinating mode＂ to the ＂three triple helix model＂ for the transformation of local colleges and universities; in the aspect of policy guidance, local colleges and universities from elite education to mass education, the quantity expansion to quality improvement and application of collaborative talents to change that reflects government, coordinate the relationship between changes in the interest of the triangle common market and University; in practice, local colleges and universities according to the transformation and development of ＂three spiral mode＂ internal mechanism, timely transformation of government, University and the role of the market function, the three party to play their respective advantages, interaction integration, and jointly promote the transformation local colleges and universities to application.
