结构功能主义视角下地方服务型政府的结构分析

摘　　要：当下,我国地方服务型政府建设经历了探索阶段、建构阶段并逐渐进入调整阶段。结构功能主义对地方服务型政府的研究具有较大的契合性和很强的解释力。从结构入手来思考地方服务型政府的体制、机制及逻辑进程,对地方服务型政府的建设大有裨益。地方服务型政府的内在结构体现为宏观上的行政体制和微观上的机制创新;外在结构表现为地方政府与其他政治主体与社会主体的关系。地方服务型政府的结构决定了其主体功能和核心功能是向地方民众提供优质的公共产品和公共服务,这需要在其内外结构的互动中得以实现,同时要在实践中注入公共性、公平性、公益性和公开性等价值理念。At present, China＇s service-oriented local government construction has experienced its exploration stage, construction stage and entered the stage of adjustment gradually. The research of the structure function has a great fit and strong explanatory power to the local service government. Considering the system, mechanism and logic process from the structure is of great advantage of the construction of local service-oriented government. The internal structure of local service-oriented government includes the macro administrative system and the innovation of mechanism; the external structure shows the relationship between local government and other political subject and social subject. The main function of local service-oriented government is to provide high-quality public products and service to the local people, it will be realized in the interaction of the internal and external structure, and at the same time to inject the value idea of public, fairness, public welfare and public in practice.
