摘　　要：从历史上看,美国政府创办公立大学的目的是增加人们获得高等教育的机会,并将这些大学的教学、科研使命导向更实际、应用性更强的学科。因此,优秀公立大学的意义不仅在于其提供受教育机会,更重要的是其大规模提供公众负担得起的教育机会。旗舰公立大学受到重视,应该不仅仅因为其学术品质卓越,还因为它们成倍地增加了获得卓越教育的机会。现在,如果我们优秀公立大学要坚持服务公共利益的使命,我们必须以新方式思考跨行业乃至跨国界的合作关系,因为我们面临的最大挑战越来越是全球挑战。如果我们将全面应对这些复杂的全球挑战作为我们的集体责任,那么我们必须致力于在无论是公共还是私营机构之间建设新型伙伴关系,并通过各种方法来提升世界各国大学的能力与全球影响力。In the United States,historically,the purpose of government in establishing public universities was to increase people＇s access to higher education,as well as to direct these universities＇ educational and research mission towards becoming more practice-and applied-orientated.Hence the significance of the excellent public universities lies not only in its educational opportunities,but more importantly public affordability they provide in a very large scale for people to access to education.Most flagship public universities in general should be valued not just for their academic excellence,but also more access provided exponentially by them to the kind of excellence.Now,if our great public universities are to sustain their mission to serve the public interest,we must have a new way of thinking about partnerships that span not only sectors of our society,but also the national borders,for,increasingly,the most important challenges we face are global ones.If we are to fully take these complex global challenges as our collective responsibility,we must be committed to building new kinds of global partnerships between institutions,either public or private ones,through a variety of methods to improve every university＇s future capacity and global influence power.
