摘　　要：[目的/意义]政府网站持续使用意向是电子政务研究领域的重要议题之一,目前国内研究多关注电子政务初始采纳,对政府网站持续使用意向的讨论较少。[方法/过程]运用扎根理论,探讨公众对政府网站持续使用意向的影响因素,对56位受访者的访谈数据进行开放式编码、主轴编码和选择性编码等分析,构建出政府网站公众持续使用意向的理论模型。[结果/结论]研究发现,需求-感知匹配度是公众持续使用意向的直接影响因素,政府网站的服务运营、政府观念、用户特征和政府网站的外部环境间接影响公众持续使用意向,并提出针对性的建议:满足公众多样化需求,实现政府网站的精准服务;提高传播力,促进公众参与,强化政府网站的互动服务;树立良好的服务观念,建设政府网站的关联矩阵,整合现有服务;完善制度建设,形成政府网站的保障机制。[Purpose / Significance] The continuous use intention of government websites is one of the most important research topics in the field of E- government. At present,domestic researches mainly focus on the initial adoption of E- government,w hile discussion on the continuous use intention of government websites is still rare.[Method / Process]Based on the grounded theory,this paper discusses the influencing factors of public＇s continuous use intention towards government portals by analyzing interview data collected from 56 interview ees,and establishes a theoretical model by open coding,axial coding,selective coding and other steps. [Result / Conclusion] The research finds that the demand- perceived fitness is the direct influencing factor of continuous use intention of government portals. Service operation,government＇s ideas,users＇ features and external environment indirectly influence the continuous use intention. Corresponding suggestions are given at last,which includes： meeting diversified demands of the public and providing precise services; enhancing communication,promoting public participation and strengthening the interactive services of government portals; cultivating quality service aw areness,establishing associated matrix among government portals and integrating existing services; perfecting the institutional construction and forming safeguard mechanism of government portals.
