摘　　要：公共服务是现代民主政府的基础性活动,也是政府公共性本质和政府伦理关系的直接体现与反映。在理性多元的社会体系中,政府虽然不是唯一的公共服务提供者,但却是最基本、也是最具有行动能力的提供者。把公共利益确定为政府公共服务的伦理目标不仅与政府的本质和伦理关系相一致,而且还是政府公共服务行为一种伦理行为的根据所在。Public service refers to the basic activity of modern democratic government,and the direct embodiment and reflection of the government＇s publicity and ethical relationship.In the rational pluralistic social system,the government isn＇t the only public service＇s provider,but is the most fundamental and functional provider.Setting the public interest as the ethical goal of the government＇s pubic service is in coordination with the nature of the government and its ethical relationship,moreover,it serves as the basis that the government＇s public service as an ethical conduct.
