摘　　要：随着足球改革方案的落实,社会"足球热"的不断升温,足球公共服务的研究具有重要的现实意义。从足球公共服务的概念概况分析,探索足球公共服务多元化供给主体,构建了足球公共服务由政府为主导,以社会、市场为枢纽,以学校、社区、公共体育场所为结点,通过直接或间接供给的形式为广大社会足球运动群体提供公共服务的三个体系,提出了梳理足球公共服务供给主体关系;完善相关立法明确,权责清晰;夯实非营利性体育组织根基,健全足球公共服务体系;以市场为龙头,重点培育营利性体育组织,引导大众积极参与等建议。As the football reformed, growing social ＂football fever＂ , the research of the publicly service of the football have an important practically significance. From the analysis of the concept of publicly service, explored the diversified supply body of the publicly service , building that the football is dominated by the government of publicly service, to the society, as the hub, school, community, through the there form of directly or indirectly supply for the general socially football community public service system, put forward the main body relations; To perfect relevant clearly legislation and responsibilities; Ramming foundation, a non - profit sport organization, improve the football public service system ; Take the market as the leading power, cul- tivate non- profit sports organizations, to guide the public to participate and so on.
