学校主导型职业教育集团融入地方产业转型升级发展的体制缺陷与应对策略——以南方铁路运输职业教育集团为例

摘　　要：我国现行职业教育集团的办学现状及运行过程中存在的普遍性问题主要有:企业参与度不高、组织结构松散、运行机制缺位等。这表明学校主导型职业教育集团的体制存在缺陷,在融入地方经济转型升级发展中存在难以克服的问题。南方铁路运输职业教育集团基于自身的办学实践,提出了促进学校主导型职业教育集团融入地方产业转型升级发展的有效措施和政策系列建议——组建政府决策咨询机构;构建企业技术服务机构;建立集团成员契约关系等,取得了较好的效果。Recently, the major problems of Vocational Education Group in China involves less enterprise participation, loose organizational structure and vacant operation mechanism, which implies the system defects and insurmountable problems when College-dominated Vocational Education Group are integrating into the local economic transformation and upgrading development.Based on its own school-running experience, South Railway Transportation Profession Education Group puts forward a series of effective measures and suggestions to promote the integration between the College-dominated Profession Education Group and transformation and upgrading of local industrial development through organizing advisory institutions of government decision-making, establishing organizations of enterprise technical service and building the contractual relationship between group members.
