摘　　要：作为我国经济增长和扩大就业重要载体的中小企业,其创新能力对于国家社会经济发展大局有着关键作用。从当前中小企业的创新现状来看,面临着内部创新资本不足,外部政策与制度环境较差,协同创新体系尚未形成,创新信息不畅等困境。2015年发布的国家《十三五规划》对以上困境的解决提供了有力的支持,为中小企业的创新发展带来了重大的机遇。因此,"十三五"期间中小企业的创新思路在于,为了充分利用有利的外部环境,必须积极推进企业的管理创新和制度创新,以适应国家的各项制度变革。与此同时,增加企业自主创新能力,构建协同创新体系,实现创新效益最大化的目标。Small and medium-sized enterprises as an important carrier of China＇s economic growth and expand employment,The innovative ability of small and medium-sized enterprises has a key role for the nation＇s overall social and economic development。From the current status of the innovation of the small and medium-sized enterprises,Faced with the internal innovation capital shortage,poor external policy and institutional environment,collaborative innovation system has not yet formed,innovative information not free and other difficulties.《The 13 th Five-Year Plan》provides a strong support to solve the above dilemma,For the innovative development of small and medium-sized enterprises has brought great opportunities.Therefore during the period of The 13 th Five-Year,Is the innovation of small and medium-sized enterprises：In order to make full use of favorable external environment,Must actively promote the enterprise＇s management innovation and system innovation.in the meantime,Increase the enterprise＇s capacity for independent innovation,Build collaborative innovation system,Realize the maximum benefits of innovation.
