美、俄、英、德政府对竞技体育发展方式的影响

摘　　要：采用文献资料法研究了4个西方发达国家政府对竞技体育发展方式产生的影响,并分析了其发展经验和启示。研究表明,各国政府都不同程度地参与了竞技体育的发展,但参与的方式和程度有所差别;政府的干预方式会随着发展环境和条件的变化而有所调整;政府职能影响竞技体育发展方式的选择空间;各国政府根据国情有选择性地组合机构设置、政策制定、资金投入这三种干预手段,来调控竞技体育的发展目标和方向;我国需要根据当前所处的发展环境和条件,调整两者之间那种直接产生关联且关联度高的状况,通过政府职能的转化,给我国竞技体育发展方式以更大的选择空间。This paper studied the governments ' influence on the development mode of competitive sports based on the analysis of the practice of the U. S.,Russia,Britain and Germany. Research showed that the governments are involved in the development of competitive sports to different extent in various ways. The means of government interventions adjust along with the change of environment and conditions. Government functions influence the choice of the ways of competitive sports development. The 4 governments according to respective conditions select the intervention combinations,including organization setup,policy- making,fund investment to regulate the development goal and direction of competitive sports. China needs to adjust the state that government and competitive sports are directly and highly correlated through the transformation of government functions to give Chinese competitive sports greater choice space.
