摘　　要：新型高校智库是依托大学建立或由大学牵头成立的,在保有相对独立性以及非盈利性的基础上,与大学发展内涵及功能相适应的,充分利用和整合大学资源,采取灵活的组合方式,以国家战略需求为导向,以经济和社会发展为目标,以服务决策咨询为方式,发挥理论创新、文化传承、决策咨询、应用研究、政策建言和对外交流及人才培养等功能的综合性机构。当前高校中可以进行新型高校智库建设的主要机构形态包括两类:一是传统智库意义上的研究基地和研究中心;二是结合当前高校发展的实际,体现"新型"特质的新构成形态,包括:专业性的创新研究团队,哲学社会科学协同创新中心,学校与企业合作建立的社会科学专题数据库和实验室、软科学研究基地,高校与海外高校或科研机构合作成立的研究机构,依托高校建立的各类智库类组织和服务机构等。智库价值的成果主要有多样化的研究报告、时效性和历史性的出版物、多元化的系统性数据库、具有参事能力的智库人才、受众广泛的传播媒介等五种形式。This paper analyzes the existing problems of the construction of the new type of think tank,based on the analysis of the existing new type of university think tank,the construction of the national new think tank,and the domestic and foreign university think tank,the concept definition and function positioning,and the analysis of the similarities and differences of the new type of university think tank,and the form and function of the new type of university think tank,cooperative center,database,cross-border institution,and service organization.The results are demonstrated in five forms including the diverse intelligence reports,effectiveness and historical publications,multiple system database,counselor talents and products with a wide range of audience of the new media think tank.
