涉农大学校外基地建设探讨——基于新农村发展研究院建设的视角

摘　　要：通过对15所大学26个校外基地走访调研发现,当前涉农大学校外基地建设中存在基地的功能发挥受到多重约束、基地运行管理机制和制度体系有待健全与完善、稳定持续的基地建设经费不足等问题。为促进涉农大学校外基地有效运行和持续发展,基地建设应遵循地方产业、大学学科、地理区位"三维度"考量原则;基地运行应建立完备制度保障;基地资源应实现有机整合;基地发展应得到更多政策扶持。Based on investigating on 26 outside-campus bases located in 15 universities, the author found the construction of outsidecampus base at the agriculture-related universities existing several problems, such as the base function performance facing multiple constraints, the management mechanism and institution of base needing to be completed and improved, and the base construction lacking of stable and constant funding. For improving performance and sustainable development of outside-campus base of the agriculture-related universities, the author suggests that the base construction should follow ＂three dimensions＂ principle which requires considering local industry, university discipline and geographic location on making decision. The base operation should establish complete institutional security, the base resources should integrated organically, and the base development should get more policy support.
