摘　　要：统筹体制主要是指设置超越政府各部门的担负决策、统筹职能的机构。统筹体制是克服职能部门之间分割、推诿等弊端的有效方式。统筹理念是行政三权协调体制的题中应有之意。当前,统筹体制的建设对探索行政三权协调体制、推进行政管理体制改革具有重要意义。The agencies in the overall planning system are mainly agencies whose setups transcend those of gov- ernment departments and which take charge of decision - making and overall planning. The overall planning system is an effective way to overcome the disadvantages such as segmentation and prevarication between func- tional departments. This system is common in China and abroad. Overall planning is at the core of the executive powers coordination system. Currently, the establishment of the overall planning system is of great significance to both the exploration of the executive powers coordination system and the promotion of administrative reform.
