京津冀一体化背景下河北产业园区人才聚集与对策研究

摘　　要：在京津冀一体化协同发展的必然趋势下,河北地区在整体科技技术水平、科研创新能力和科技人才吸引存在着明显的差距,因此建立拥有良好的科技人才聚集环境的产业园区,吸纳京津地区科技应用人才,发挥好作为京津冀地区科技产业应用和推广的作用,成为河北省推进京津冀科技协调发展的重要工作。文章从地理环境因素、文化环境因素、制度环境因素、科技环境因素和市场环境因素五个方面对现阶段河北产业园区人才聚集环境现状进行分析,并从宏观和微观两大方面提出提升人才聚集环境的对策。With the integration and coordinated development of the Beijing-Tianjin-Hebei region, Hebei lags behind not only in science and technology, but also in innovation ability in research and attraction of technical talents. So it＇s important to establish a good industrial park which attracts technical talents. This paper discusses the present status of talent aggregation in Hebei Industrial Park in terms of five aspects in the geographical environment, cultural, institutional environment, science and technology and market factors. Finally it puts forward some countermeasures to improve the environment of talent aggregation.
