摘 要:公民网络政策参与离不开制度化的沟通,但这种沟通往往受到两类公共领域之间的"跨领域"障碍。为此,根据不同沟通方式将公民网络政策参与划分为网络内生型、网络外生型、网络引导型三种类型,并以2015年六大网络舆情案例进行分析,发现不同类型的网络政策参与在沟通渠道、沟通互动及沟通结果上有很大差异。为此,需要从公民网络政策参与的制度化沟通入手,畅通沟通渠道,增进政民互动,提升政策效应,最终实现公民网络政策的有效参与。Citizen participation in network policy relies on institutionalized communication,which subjects to the cross-domain barriers between the two public areas.Therefore,according to the different ways of communication,citizen participation in network policy can be divided into three types;endogenous,exogenous and government-guiding.From 6 Network Public Opinion Events in 2015,we can find that different types of network policy participation are varied in communication channels,communication interaction and communication results.Therefore,we should start the institutional communication,unblock the communication channel,promote the interaction between the government and the people,and enhance the policy effect and so on,to improve the efficiency of network policy participation.
