科技资源向企业流动的政策影响因素研究

摘　　要：科技资源通过不断的流动才得以优化配置,研究科技资源流动的政策影响因素,对于政府调整、制定科技政策具有重要的现实意义。通过总结国内外支持科技资源流动的相关政策,构建政策影响因素分析框架,运用主成分分析方法,从政府融资政策、支撑平台政策、政府服务政策、新技术推广政策、市场政策等五个方面进行了实证分析,并提出了相关建议。Science and technology resources through constant flowing to optimize configuration. Research on policy factors which influent science and technology resources flowed,has important practical significance for the government to adjust,develop science and technology policy. In this paper,through summarizing foreign related policies which support science and technology resources to flow,building policy influence factors analysis framework,using principal component analysis method,from the financing policy,service platform construction,government policy,the new technology policy,market policy in five aspects has carried on the empirical analysis,and puts forward relevant policy suggestions.
