摘　　要：本文从中医药管理部门和中医药项目执行单位入手,分析其对中医药项目预算执行管理的需求,并通过协助全国20个省(自治区、直辖市)建立中医药项目预算执行动态监控平台的实践,提出该平台构建思路与方法。平台采用SSL VPN、电子签章和CA认证技术来保障数据质量,旨在以信息化方式实现对中医药项目预算执行情况的动态监控、通报排名和数据分析。This paper analyzes the demand for Chinese medicine project management of budget execution from the perspective of Traditional Chinese medicine administration and project implementation units. It assists 20 provinces（autonomous regions and municipalities） to establish Chinese medicine project budget execution dynamic monitoring platform, and proposes the construction idea and method of dynamic monitoring of budget execution platform in national Chinese medicine project. The platform uses SSL VPN, electronic signature and CA authentication technology to protect data quality, aiming at achieving the implementation of the project budget Chinese medicine dynamic monitoring, bulletin rankings and data analysis in the information transfer mode.
