摘 要:城市停车需求总量的确定是停车需求预测的基础,也是城市各片区停车需求预测的约束条件。现有研究明确提出停车需求总量约束的较少,而且相关规范对停车需求总量只给出经验值,经验值范围较大会造成停车位建设严重不足或者土地资源严重浪费的问题。文章对不同规范的停车需求分类方法进行了辨析,指出停车需求在本质上分为基本停车需求和弹性停车需求。文章进一步研究了影响停车需求总量的若干因素,在此基础上提出了停车需求总量的计算模型。结合西宁市城市停车设施系统规划项目,对西宁市中心城区的现状停车需求总量进行了测算,得出的弹性需求系数与住建部新版城市停车设施规划导则相符。The estimation of gross parking demand is the base of parking demand prediction,and the constraint condition of parking demand prediction for every district in a city.The constraint condition is rarely mentioned in current researches,and only empirical values are provided in related standards.The range set by these empirical values is too wide that some problems such as severe shortage of parking facilities and terrible waste of land resource likely come up.We have analyzed different classifications of parking demand in several standards,and proposed that parking demand can be classified into basic demand and elastic demand in essence.We have further studied several factors influencing the gross parking demand,and on this base presented the calculation model.In the master planning project of urban parking facilities of Xining,we estimated the future gross parking demand in 2030 by using the model,and discovered that the elastic demand factor is compatible with the empirical value in the new standard of Ministry of Housing and Urban-Rural Development of the People's Republic of China.
