新建本科高校内部治理结构优化研究——以陕西新建本科高校为例

摘　　要：通过对陕西9所新建本科高校的调查发现,新建本科高校内部治理存在着决策系统封闭、党政权力边界模糊、行政权力挤压学术权力、民主监督流于形式以及行政化倾向较为严重等问题。上述问题的存在,既有官本位文化的影响,也与学术组织的双重性有关,更与新建本科高校学术力量薄弱、学术权威组织与行政科层权威组织"同体"等特殊校情相关联,同时制度建设缺陷、本土文化、圈子文化的影响也不容忽视。研究者建议,从新建本科高校实际出发,积极推进内部治理结构改革,打破内控型封闭式管理,构建科学有效的党委决策机构和精简高效的行政执行系统,实行教学科研一体化的学院制改革,搭建校院两级教授治学平台,完善民主监督,构建各利益相关者有序参与、协同治理的内部治理结构。Based on the shaanxi 9 newly- upgraded universities, found that newly- upgraded universities exist in interior administration decision- making system is closed,party and government power boundary is fuzzy,administrative power squeeze the academic power and the democratic supervision become a mere formality and security administration tend to be more severe. The existence of these problems,the influence of both the ranking of culture,is also related to the dual nature of the academic organization,the Newly- upgraded universities,weak academic strength,the academic authority equate executive branch layer authority, and other special school situation. besides,the system construction defects,the influence of the local culture,community culture also should not be ignored. The researchers suggest,from the newly- built universities reality,actively promote the reform of interior administration structure, breaking of internal closed management,building a scientific and effective Party committee decision- making mechanism and a streamlined and efficient administrative execution system,implement the integration of teaching and research of the reform of school system,set up two- stage professor research platform of school and university,perfect the democratic supervision,build various stakeholders and orderly participation,cooperative governance,interior administration structure.
