摘  要:最低工资制度作为一项公共政策,其利弊备受争议。本文基于对该制度不同实施阶段的作用机制分析,从城市和农村两方面入手,对2003-2013年中国省级面板数据进行实证分析,探究了该制度对和谐劳动关系的影响效应。研究结果显示:无论城市还是农村,我国最低工资制度的实施都可以显著降低劳动争议案件的发生,有利于和谐劳动关系建设;但城市中最低工资制度与劳动关系和谐程度呈现U型关系,理论上这与该制度实施对低技能劳动群体的淘汰作用和对高技能劳动群体的溢出效应相关。基于研究结论,指出大多数省市区应控制最低工资标准相较于居民收入水平的比值,并通过对相关的社会经济因素的合理引导,实现对劳动关系的积极影响。The minimum wage system is a public policy which has been disputed about its advantages and disadvantages. This article is based on the analysis of the system mechanism at different implementation stages, from aspects of urban and rural areas, with the Chinese provincial panel data from 2003 to 2013, to explore the impact of the system on harmonious labor rela- tions. The results show that the implementation of minimum wage system in our country can significantly reduce the hap- pening of labor dispute cases both in urban and rural areas to build a harmonious labor relation. Meanwhile, the minimum wage system and harmonious labor relations in urban areas present a U-shaped relationship, because of the eliminative ef- fects of low skilled labor groups and the spillover effects of highly skilled labor groups. Based on the research conclusions, the article points out that, most of provinces should control the ratio of the minimum wage standard to income level, and reasonably guide social and economic factors to achieve the positive effect on labor relations.
