摘  要:公务员的薪酬问题在利益冲突日益激烈、贫富差距拉大、政府公信力持续走低的社会背景下已经成为广受关注、饱受争议的话题之一。无论是程序正义方面,还是实质正义方面,我国公务员薪酬制度都存在缺陷,既不能满足公众的要求,也不能满足公务员的合理需求。当前有诸多有利于推进公务员薪酬制度变革的有利因素,应把握时机,积极推进公务员薪酬的公开化、合理化、法治化,此外也要建立常态化的监督保障机制。Civil service salaries in the increasingly fierce conflict, the gap between the rich and the poor, the government continued to decline in the credibility of the government has become a topic of concern, one of the controversial topic. Whether the procedural justice and substantive justice, the civil service pay system in our country has defects, which can not meet the demands of the public, but also can not meet the reasonable needs of civil servants. There are a lot of favorable factors to promote the reform of civil service pay system, should seize the opportunity, actively promote the civil service pay openness, rationalization, rule of law, in addition to the establishment of a normal supervision and protection mechanism.
