“转型”语境下我国高等教育发展中的“变”与“不变”

摘　　要：在"转型"作为时代语境与共名的背景下,"高等教育转型发展"必然成为高等教育调整发展思路、创新发展模式、优化发展结构与路径、提高发展质量、破解发展难题、化解结构性系统风险的国家战略与正向优变的理性发展之路。"转型"语境下我国高等教育发展应坚持以下几个"变"与"不变":第一,高等教育追求效益与竞争的"市场化"程度可以变,而坚守独立、真理与大爱的大学精神不可变;第二,高等教育追求更科学合理的布局分层与结构系统可以变,而应坚守的高教规律与高校平等发展的权力不可变;第三,高等教育所设置的学科、专业与课程及教学方法可以变,而提高并坚守人才培养质量以及主体终身发展的意识不可变;第四,高等教育转型发展中的制度设置、办学主体及治理模式可以变,而追求大学自治、学术自由及创新应用的本体存在不可变。高等教育转型发展,机遇与风险并行,应处理好"变"与"不变"的关系,以顺利地避免风险,走出转型发展中的误区与困境。In the age of transformation,it is a part of China＇s national strategy to transform higher education by adjusting the thinking on its development,innovating the mode of its development,optimizing its structure,improving its quality,and alleviating the systematic and structural risks facing it. Measures like these will make possible a reasonable and positive development of the higher education. In the context of transformational development,there are things open to change,and things not subject to change.Firstly,we can make changes to the market force involved in the development of higher education and the economic benefits and competition it brings,but we should never forget the most important spirit of university pursuit of independence,truth and universal love. Secondly,we can make changes to the distribution and structure of higher education for a better one,but we should always stick to the law of higher education and safeguard the right of every college and university to equal opportunity of development.Thirdly,we can make changes to the disciplines,specialty,curriculum,and teaching method,but we should always be committed to cultivating high-quality talents and keep in mind the importance of the life-long development of both educators and students. Fourthly,we can make changes to the education system,the subject that runs schools,and the mode of management,but we should always be the champion of university self-government,academic freedom,innovation,and the application of innovation. In the course of transformational development,opportunities are accompanied by risks. To have a successful transformation,we must deal well with the things that can and cannot be changed so that we can reduce risks and avoid being misled into a plight.
