摘　　要：当前,东北经济遭遇寒冬,辽宁装备制造业在提振东北经济中处于极其重要的地位。辽宁装备制造业存在着制约其发展壮大的资金瓶颈、结构瓶颈、技术瓶颈和人才瓶颈,具体表现为:投资主体单一化、资金来源财政化、产业结构低度化、技术创新水平低和缺乏具有工匠精神的专门人才等困境,因此,辽宁的装备制造业应积极拥抱"互联网+"时代,充分发挥政府、企业和集群的作用,多管齐下协同推进。以融合驱动创新发展,在原有产业生态基础上进行转型升级。在政府层面,大力发展混合所有制,加大创新支持力度,完善区域创新环境;在企业层面,优化企业组织架构,重塑经营模式;在集群层面,构建完备的产业链体系,发挥集群效应。Currently, the northeast economy is suffering its ＂winter＂, and the equipment manufacturing industry in Liaoning plays a very important role in boosting the economy in the northeast. The equipment manufacturing industry in Liaoning is restricted in the financial bottleneck, structural bottleneck, technical bottleneck and talent bottleneck.The symptoms are single investment subject and financial sources, low industrial structure, low level of technology innovation and the lack of specialized talents with artisan spirit, etc. Therefore, the equipment manufacturing industry of Liaoning should actively embrace the Internet plus era, give full play to the government,enterprises and cluster effect, and to promote multi pronged approach to synergy in order to drive innovation and development of fusion based on industrial transformation and upgrading. The government should, develop vigorously the mixed ownership, increase the support to innovation, and improve the regional innovation environment.Enterprises,should optimize the organizational structure, reshape business model.Groups should construct complete industrial chain system and make full use of the cluster effect.
