社区整体性治理:理论、实践与展望——基于厦门市溪林村(社区)的个案剖析

摘　　要：整体性治理理论的兴起及社区治理的变革都在一定程度上推进了政府治理与创新的浪潮。文章试图将整体性治理应用于社区,对社区整体性治理的涵义、结构与机制方面进行阐释,认为社区整体性治理结构上呈现系统化结构,而机制则主要有整合、协调、责任、信任等四种机制;并结合厦门市溪林村的治理实践进行分析,最后对如何践行和完善社区整体性治理进行展望。The rise of holistic governance theory and the transformation of the community governance is promoting the wave of government governance and innovation to a certain extent. This paper attempts to apply holistic management to the community, and illustrates the meaning, structure and mechanism of holistic governance in community;and the structure of holistic governance presents systematic structure, what＇s more, the mechanism mainly includes integration, coordination, responsibility and trust. Then it analyzes the practices in Xiamen Xilin, and finally, how to practice and improve the community integrity management is discussed.
