摘　　要：国有企业全面深化改革面临的"真问题"是国有企业不能适应国家经济社会发展战略的要求,承担起自己必要的、特殊的功能,创造出推动创新的新机制。国有企业是实现中国国际发展战略的基石和支柱,是推动创新的新制度源泉。应选择与国有企业战略和创新功能相适应的国有经济体制与模式,创造现代市场经济的新体制、新机制。The comprehensive deepening reform ＂True Problem＂ faced by state -owned enterprises is that they are unable to adapt to the strategic requirements of nation＇ s development in economics and societies, and they can not undertake their necessary and specific functions, creating the new system for innovation promotion. State - owned enterprises are the cornerstone for realizing China＇ s international development strategies, and also the foun- tain of the new system for innovation promotion. Therefore, the state - owned economic system and patterns which make the state -owned enterprise strategy suitable for innovation functions should be chosen, and create the new system and new mechanism for the modern market economy.
