校园安全治理视角下社区犯罪预警机制的建构

摘　　要：社区犯罪不仅危害社区居民的生命财产安全,也给社区中的校园安全带来巨大威胁。校园安全治理理念不同于校园安全管理理念,强调结合国情,借鉴域外经验,将政府、社区、学校和家庭等社会群体组织有效纳入平安校园建设的主体体系之中,并注重发挥社区在平安校园建设中的重要作用,着力构建立体化的社区犯罪预警机制,将危及校园安全的社区犯罪隐患消灭在萌发阶段,推进平安校园建设。The frequent community crime not only endangers the lives and properties of residents,but also poses a great threat to the campus security. The concept of campus security governance is different from that of campus security management. Campus security governance emphasizes on combining national conditions, learning from foreign experiences,and integrating organizations like government,community,school and family into the main system of safety campus. Therefore,campus security governance pays attention to the role of community in campus construction,strives to build three-dimensional warning mechanism for community crime,which can wipe out community crime at the beginning stage,therefore,the construction of safety campus will be further promoted.
