摘　　要：党的十八届五中全会提出贫困县全部摘帽,解决区域性整体贫困的目标要求。目前,中国农村反贫困已经进入到一个新的阶段,而在当下中国,社会排斥凸显了新的社会问题,为研究农村贫困问题提供了一个新的视角,也为分析研究农村贫困的成因和构建农村反贫困机制提供了一种新的理论和方法。The fifth Plenary Session of the 18 th CPC Central Committee points out that poverty-stricken county should be eradicated and regional poverty objectives and requirements should be resolved.At present,China＇s rural anti-poverty has entered into a new stage.In contemporary China,social exclusion highlights the new social problems,which provides a new perspective for the study on the problem of poverty in rural areas,and also provides a new theory and method for us to analyze the causes of poverty in rural areas and construction of rural anti-poverty mechanism.
