摘　　要：为实现中小企业低碳运营的目标,根据企业运营管理流程及构成要素,在向专家咨询和实地对一些中小企业调查的基础上,提出若干备选因子,然后使用改进的Delphi法筛选关键因子;进一步运用ISM的方格图确定关键因子之间的相互关系,建立可达矩阵,通过逻辑运算划分层级;绘制递阶结构有向图;最后构造出影响中小企业低碳运营的解释结构模型。研究表明,低碳运营,这不仅是一项国家的基本政策,而且是中小企业长期可持续发展的战略选择。In order to achieve the goal of small and medium-sized enterprises＇ low carbon operation. According to the process of enterprise operation management and its elements, this paper picks up some alternative factors by resorting to the experts and investigating some small and medium-sized enterprises on the spot, then, by means of the improved Delphi method to filter the key factors, furthermore, this paper tries to make sure the interrelation of key factors by ISM grid and establishes Reachability Matrix, trying to draw the directed graph with hierarchical stucture by logic operation to devide levels, finally, builds the interpretive structure model which effcets the low carbon operation of small and medium-sized enterprise. From the research we can draw a conclusion that low carbon operation is not only a basic policy for the state but also a strategic choice in the long-term＇s sustainable development for all the small and medium-sized enterprises.
